The General Board is organized for the purpose of policy, planning and program development at OOTB and for making, issuing and enforcing regulations concerning the use of the facilities at OOTB. The members are elected each year by the church they represent. The Board meets twice a year - in the spring and in the fall. At the fall meeting the officers and budget are approved for the next year.

Oversees all activities making sure that each is relevant and appropriate to the mission of OOTB. Sets and reviews fiscal policy and operational policies, sets personnel policy and reviews personnel issues. Evaluates procedures and progress of the organization. Reviews organizational structure. Approves appointments to all committees. Members of the Executive Committee are elected by the General Board.
